Why some PDFs convert better than others
A PDF made from a Word processor converts almost perfectly — the text and structure are all there. A PDF from a design tool (heavy columns, overlapping graphics) converts readably but may need touch-ups. A scanned PDF is a photo of text: there's nothing to convert until OCR extracts the words, so expect poor results from scans.
